Part 2: World Space Exploration Organization (WSEO)

The WSEO is located in Bern, Switzerland; has a very narrow structure: The Head of the Organization, two executive assistants, four Public Affairs personnel, two advisers and a financial area among some others. The board of directors is formed by the Heads of each Space Program Agency, who will also coordinate the private companies, universities and scientific research organizations that participate in any of its projects.
The WSEO is a worldwide organization supported by all countries interested in the space program, it receives funds from the UN and also from individual nations; for instance, the owner of a satellite or rocket part should cover all expenses for the retrieval service of these debris, also for the monitoring of the Planet regarding temperature, winds, CO2 emissions, deforestation, ice measurement on the poles.
A Worldwide Earth Observation Organization is created later in the book, the objective of this organization is the interpretation of the data provided by the observation satellite network, identifying deviations and applying sanctions to countries that are not following the recommendations.
The WSEO is a coordinator and it is responsible of the projects and its execution, it is responsible of identifying risks and evaluation of alternatives.
Each Space agency has its own programs besides the ones assigned to the WSEO, this means that the local space programs continue.
The Return of investment for each country is the result of the creation of jobs, companies and the development of communities accordingly to the participation, also the benefits of the technology developed for each component. Countries that contribute less will receive support to develop what they are investigating and working with.
Astronauts and Cosmonauts assigned to Mars Missions will be called Marsnauts.
When I wrote this novel, I considered that a human mission to Mars could not be the result of a space race as was the Moon landing program of the 1960's, because it will take many decades, Government Administrations and priorities, and huge budgets; I considered that instead of having different nations trying to reach the same goal, the sum of efforts will let reach the goal in less time, sharing costs; this is synergy.
